This Public Offer Agreement (hereinafter referred to as the “Agreement” or the “Offer”) defines the relationship between Individual Entrepreneur Dmitrii Matua (hereinafter referred to as the “Contractor”), on the one hand, and any legally capable individual or legal entity that accepts this Offer as a Customer (hereinafter referred to as the “Customer”), on the other hand (collectively referred to as the “Parties”), by performing actions to accept the terms of a specific transaction via the website https://globalhubprocsm.com/ (hereinafter referred to as the “Website”). The moment of full and unconditional acceptance of this Offer (acceptance) shall be deemed to be the placement of an order for the Contractor’s Services by the Customer. 1. Definitions
1.1. For the purposes of this Agreement, the following terms shall have the meanings set forth below:
Offer – a proposal addressed to an indefinite number of persons to enter into a contract for paid services in the field of information and computer technologies, including programming and advertising, by means of acceptance on the terms set forth herein. Website – an information resource located at https://globalhubprocsm.com/.
Acceptance – full and unconditional acceptance of the Offer by performing the actions specified in Section 2 of this Agreement.
Contractor – Individual Entrepreneur Dmitrii Matua, duly registered under the laws of the Republic of Armenia (registration number 286.1571502, TIN 20216748).
Services – services for maintenance and technical support of software products, as well as consulting services in the field of information and computer technologies, including web development and advertising campaigns, as described on the Website.
Customer – an individual entrepreneur, individual or legal entity that has accepted this Offer.
Order – a set of actions performed by the Customer aimed at obtaining the Services offered on the Website.
Technical Assignment – a document defining the scope, deadlines, price and other technical aspects of the Services.
Communication Channels – email addresses provided by the Customer and the Contractor.
Advertising Materials – any advertising content including text, graphics, images and other materials.
Advertising Campaign – a system of promotional activities aimed at placing advertising materials on third-party platforms.

Contractor – Individual Entrepreneur Dmitrii Matua, duly registered under the laws of the Republic of Armenia (registration number 286.1571502, TIN 20216748).
Services – services for maintenance and technical support of software products, as well as consulting services in the field of information and computer technologies, including web development and advertising campaigns, as described on the Website.
Customer – an individual entrepreneur, individual or legal entity that has accepted this Offer.
Order – a set of actions performed by the Customer aimed at obtaining the Services offered on the Website.
Technical Assignment – a document defining the scope, deadlines, price and other technical aspects of the Services.
Communication Channels – email addresses provided by the Customer and the Contractor.
Advertising Materials – any advertising content including text, graphics, images and other materials.
Advertising Campaign – a system of promotional activities aimed at placing advertising materials on third-party platforms.
1.2. Terms not defined herein shall be interpreted in accordance with the laws of the Republic of Armenia.
2. General Provisions
2.1. This Offer becomes effective upon its publication on the Website.
2.2. The place of conclusion of the Agreement shall be Yerevan.
2.3. Upon acceptance, the Customer acquires all rights and obligations under this Agreement.
2.4. The Contractor may amend this Agreement unilaterally with publication at least 3 days prior to changes taking effect.
3. Subject of the Agreement
3.1. The Contractor undertakes to provide Services, and the Customer undertakes to accept and pay for them.
3.2. Services include consulting, software development, error fixing, server administration and other IT services. 3.3. Scope and pricing are defined in the Technical Assignment.
4. Rights and Obligations
4.1. The Contractor shall:
- provide Services properly and on time;
- notify the Customer of issues;
- maintain confidentiality.
4.2. The Customer shall:
- accept the Offer;
- pay for Services;
- provide necessary materials and access.
5. Payment Terms
5.1. Prices are defined on the Website and invoices.
5.2. Payment may be made via bank transfer or PayPal.
5.3. Payment is due within 3 days.
6. Service Delivery
6.1. Services are provided remotely.
6.2. Terms are defined in the Technical Assignment.
7. Acceptance of Services
7.1. No acceptance certificates are signed.
7.2. Absence of claims within 5 days equals acceptance.
8. Liability
8.1. Parties are liable under Republic of Armenia law.
8.2. Contractor is not liable for third-party issues or force majeure.
9. Claims
9.1. Claims must be submitted within 5 days.
10. Force Majeure
10.1. Parties are освобождены от ответственности in case of force majeure.
11. Confidentiality
11.1. All exchanged information is confidential.
12. Term
12.1. Agreement valid until obligations fulfilled.
13. Final Provisions
13.1. Governed by Republic of Armenia law.
